01 - Preheat oven to 400°F. Line a baking sheet with parchment paper.
02 - In a large bowl, whisk together flour, baking powder, salt, and black pepper.
03 - Add cold, cubed butter and rub into the flour mixture with fingertips until it resembles coarse crumbs.
04 - Stir in grated cheddar and chopped chives or spring onion if using.
05 - Whisk egg and milk in a separate bowl. Pour into dry mixture and stir gently until just combined; avoid overmixing.
06 - Turn dough onto a lightly floured surface and gently pat into a round about 1 inch thickness.
07 - Cut dough into 8 wedges or use a biscuit cutter for rounds. Place on prepared baking sheet.
08 - Brush scone tops with additional milk.
09 - Bake for 16 to 18 minutes until risen and golden brown. Allow to cool slightly before serving.
